I know a homeless person who owes about 6 figures in back child
support and wants to make reasonable payments, but is unable to earn
enough to pay just the interest on the debt.

He can only work for minimum wage of $8 an hour and his wages are cut
in half for child support payments, so he only earns $4 an hour, which
is not enough to pay rent and get off the streets. But the child
support payments are barely enough to pay the interest on the debt, so
he has a hard time making any progress.

He needs advice on how to reduce the back child support payments so he
can make enough money to live on and get off the streets.

Is it possible a court can reduce the required child support payments
so this person can live a normal life and not have to sleep on the
street?

Will he need a lawyer to help out?

Bill, he's gonna need a lawyer to do more then "help out". At what he's
making for wages, it'll take 20 years to come up with a retainer!

Do you begin to see the inherent flaw in the system? If you're poor, you'll
stay poor, because the DI will do all in it's power to insure you stay that
way - forever.

Bill, your friend may want to throw himself on the mercy of the court and
request that they place him in jail, it gives him a reason as to why he's
unable to pay support, plus, he'll get 3 hots and a cot and a roof over his
head in the mean time.

Two words he should learn: self employment. Have him find something he's
good at, and do that....then HE controls how much gets taken out. Do odd
jobs on craigslist for cash, they can't touch it.

good at, and do that....then HE controls how much gets taken out.  Do odd
jobs on craigslist for cash, they can't touch it.
Yes, he has experience as a self employed photographer, but lost all
his contacts. He has some good old equipment in storage, but hasn't
moved into the new digital age, and still using 35mm film. He has also
done a few front page photos for local papers, but competition is
fierce if you don't know anybody. It's not a steady job. The business
end of the deal is the most complicated.

He has a lot of stuff in storage he wants to get rid of, and might try
selling on ebay using the public library computers. But the problem
is, he can't open a bank account, or PayPal account since the state
will confiscate all the assets for back child support. He can't
maintain a bank account of any size without the state taking all the
assets. But even if he sells a few things, it only brings in some cash
for a few weeks, and then it's back to the street again.

Well, I guess he's gonna have to get creative and come up with something
that works out-side the CSE box then, isn't he, Bill?

Come on, lend the poor guy your shower and laptop so he can run a Google
search for ways to work under the table. Or leave the country.
